Rule 103. Standard of medical facilities

(1) Outpatients treatment

It shall include,

(a) detention for observation and treatment

(b) preventive treatment such as vaccination and inoculation,

(c) free provision of all drugs, including those needed for injections, dressings and appliances that may be considered necessary,

(d) ante-natal and post-natal advice,

(e) provision of certificates, free of cost, in respect of maternity and sickness benefit claims.

(2) In patients’ Treatment –

(a) The hospital treatment shall include maintenance, food and medicines, including treatment at confinement as may be available at the hospital, and the said facilities shall be subject to the provisions of clause(ii) be free of cost to workers and shall be paid for by the plantations.

(b) notwithstanding anything contained in clause(i), workers and their families admitted as in-patients in the hospital shall be entitled to the supply of free diet, only where any award, agreement of contract of service provides for the supply of free diet or where they were already enjoying the benefit of free diet under any custom usage and past practice and such supply shall be in accordance with the terms of the said award, agreement, contract, custom, usage and last practice, but where there is no such award, agreement, contract, custom, usage and past practice the diet charges shall be paid for by the workers at such rate as the State Government may, from time to time, fix.

(c) workers and members of their families undergoing treatment as in-patients in the Garden or Group hospitals in plantations shall be required during their period of stay in the hospitals to wear only the uniforms supplied by the Garden or Group hospitals free of cost.
