About this library
Labour Codes Library publishes the official text of India's Labour Codes for HR and compliance teams, workers and anyone who needs to read the law itself, with simple guides to help them use it.
Who runs this
Labour Codes Library is made and run by Vivek Chavan as an independent project. It is not a Government website. It is not connected with the Ministry of Labour & Employment, the Gazette of India, India Code, any State Government or the Supreme Court.
The law on these pages is copied from those bodies' own published copies, and each page links to its source. The guides, section notes, lessons, checklist and calculators are written for this library, and they are not official. No lawyer has reviewed them.
How the text is produced
- Official PDFs are downloaded from the Ministry of Labour & Employment, the e-Gazette, India Code, State Governments' labour departments and gazettes, and the Supreme Court. Each file's fingerprint is listed on the Sources page.
- The English text is extracted programmatically. Marginal headings, chapter and part headings, and clause indentation are kept.
- Amendments and corrigenda are applied explicitly. The IR Code's section 44 shows sub-sections (4) and (9) as substituted by the Tribunals Reforms Act, 2026, and its section 104 the text substituted by Act 1 of 2026; the Wages Rules show the short title as corrected by G.S.R. 629(E). The original text is kept on the page.
- Commencement status comes from the notifications under section 1 of each Code, quoted word for word.
- A notification later replaced or corrected keeps its page, with a warning and a link to the later one. A draft says it is not law, and links to the final rules where they exist.
Guides, notes, lessons and tools
- The guides, section notes, lessons, compliance checklist and calculators are written for this library in simple words. They explain the law; they are not the law.
- Every point cites its provision. The tests fail if a figure in a guide or note is not in a provision it cites, or if a quiz answer's quotation is not word for word in its provision.
- Case law is quoted word for word from the official copy, and the build fails if a quotation is not there.
Questions asked on the Ask page
- Each question typed on the Ask page is saved, with the answer it matched and how sure the match was, so we can see which questions we answer badly and write better answers.
- Nothing else is saved: no name, no account, no cookie, and not the page you came from. Questions are sent to a Google Form that the publisher owns. Google receives them as it receives any web request, which includes the address of the device sending it, but the form keeps only the question and the two notes above.
- Please do not type your name, your employer's name or other personal details into a question.
How it is checked
- Every section, rule and order number, chapter grouping and heading is compared with an independent table of contents.
- Key phrases (for example the definition of “wages” in the Code on Wages, section 2(y)) must appear in the right place.
- All four Codes are compared paragraph by paragraph with India Code's consolidated copies. Paragraphs found word for word: Code on Wages 99.8%, Industrial Relations Code 100% (including sections 44 and 104 as amended), Social Security Code 99.4%, OSH Code 100%. The remaining differences are India Code's editorial corrections and are flagged on the pages concerned.
- A reverse check confirms that no wording in India Code's copies is missing from this library, apart from spelling differences such as “unorganized” for the Gazette's “unorganised”.
- State Rules held in full are compared word for word with the official PDF they come from, except seven sets whose official copies are scans. Those are read by machine and not checked page by page, so they will contain mistakes, and every page says so.
- Official sources were last re-checked on 1 Nov 2026: new notifications, India Code's current copies of the Codes, and every State's official sites, as far as those sites answered.
Limits
- The Central Rules and the Model Standing Orders are checked for structure and key phrases only.
- Forms and tables are shown as extracted text; use the linked PDF page for their layout.
- The compliance checklist, calendar and calculators cover the Central Rules. State compliance duties are not covered: read the State Rules for those.
- State Rules that are published only as scans, or not in English, are shown by status with a link to the official copy, not as text.
- State sites change without notice and some do not always answer, so “none found” means only that nothing was found on the sites listed. A State's own gazette is the final word.
- The law keeps changing, and this library shows what the official sites showed on the date above.
- No lawyer has reviewed this site. Official text reproduced from the Gazette of India, India Code and State Government sources. This is not legal advice; check the source PDF before relying on any provision.
