Rule 71. Qualifications of Competent Authority under sub-section (1) of Section 91

(1) The person to be appointed as the Competent Authority for the purpose of this Chapter shall be a Gazetted Officer not below the rank of Assistant Labour commissioner having education qualification as determined for the post by the State Government.

(2) A person to be appointed as Competent Authority for the purpose of this Chapter shall have experience of at least five years of service on the post of Assistant Labour Commissioner or he has worked as quasi judicial authority or conciliation officer for five years as a labour enforcement officer and promoted to Assistant Labour Commissioner.
