A memorandum of agreement send to the competent authority under sub-section (1) of Section 89 shall, unless the competent authority otherwise directs, be submitted in duplicate and shall be in Form-XXIII, Form-XXIV or Form–XXV, as the circumstances of the case admit. Where the competent authority refuses to receive the memorandum or does not acknowledge its receipt, the memorandum shall be deemed to have been duly served and such service shall be treated as valid.
