Rule 44. Summoning of Witness

If an application is presented by any party to the proceedings for the citation of witnesses, the Competent Authority shall, on payment of the requisite expenses and fees, issue summons for the appearance of such witnesses, unless he considers that their appearance is not necessary for the just decision of the case.
