Rule 15. The procedure under sub-section (3) of section 19

The employer shall give an intimation electronically or in writingspecifying therein the detailed particulars for obtaining the approval of the imposition of fine to the Authority referred to in rule 13 who shall, before granting or refusing the approval, give opportunity of being heard to the employee and the employer concerned and shall dispose of the matter within 30 days from the date of receiving such intimation, failing which, it shall be deemed to be approved.
