What to do
Have a training scheme for persons employed or to be employed in the mine, covering initial and refresher training, training for new technology, assessment of competencies and records of training rule 157(1), (3), and provide and maintain a training centre rule 163(1).

How
Put the training centre under a training officer appointed by the owner or agent rule 165(1)–(2).
Send every appointment, discharge, dismissal, resignation or termination of the training officer to the Chief Inspector-cum-Facilitator and the Inspector-cum-Facilitator within seven days rule 165(4).
Pay trainers and instructors a training allowance in addition to their normal wages rule 172.
