What to do
Supply or engage contract labour, or execute work through contract labour, only under a licence s. 47(1). Apply online in Form XXI on the Shram Suvidha Portal rule 87; a single licence for more than one State or the whole of India is also applied for in Form XXI rule 88(1).
Who it applies to
Establishments in which fifty or more contract labour are employed, or were employed on any day of the preceding twelve months, through contract, and manpower supply contractors who have employed fifty or more contract labour on any such day s. 45(1).

When
Before supplying or engaging contract labour s. 47(1). Apply to renew at least thirty days, but not more than ninety days, before the licence expires rule 91(2).
How
Before the licence is issued, deposit a bank guarantee as security at ₹1,000 for each contract labour to be employed rule 90(1).
The licence is in Form XXII and cannot be transferred, and the number of contract labour you employ on any day may not exceed the number it specifies rule 89.
A single licence for more than one State or the whole of India is valid for five years rule 88(1), (6).
A renewal application made outside that window carries an additional fee of twenty five per cent rule 91(3), proviso.
Charge no fee or commission, directly or indirectly, to the contract labour s. 49.
To amend the licence, apply in Form XXI on the Shram Suvidha Portal rule 96(1).
