For employers
What are a principal employer's duties for contract labour?
- Provide the Code’s welfare facilities to the contract labour in your establishment s. 53.
- Use only licensed contractors s. 54.
- If the contractor has not paid within seven days of the end of the wage period, pay the labour within fifteen days and recover it from the contractor rule 98(8).
- Set up a grievance committee for health, working conditions and wages rule 184(1)–(2).

What the Labour Ministry says
- “It is the responsibility of the principal employer under Section-53 to provide the welfare facilities prescribed under Section-23 & 24 to the contract labours.” item 7, FAQ on the OSH Code, 13 Mar 2026: official copy · our copy
This is the Ministry's explanation, not the law. Its FAQs and Handbook say the Codes prevail.
