What to do
Appoint at least one welfare officer, and an additional welfare officer for every additional five hundred workers or part thereof above five hundred, with women welfare officers in proportion to the women workers rule 57.
Who it applies to
Every factory, mine or plantation in which two hundred and fifty or more workers are ordinarily employed s. 24(2)(iv) rule 57.

When
Intimate each appointment, with the officer’s qualifications and conditions of service, to the Inspector-cum-Facilitator rule 57.
How
The welfare officer needs a post-graduate degree or diploma in social work, human resources management or labour welfare, and the language of most of the workers rule 57.
Give the welfare officer executive status, and do not use them for disciplinary cases or to appear for management against workers rule 57.
