What to do
Appoint a sole manager with the qualifications set out in the Rules; no mine may be opened, re-opened or worked without a duly appointed manager rule 107 s. 67(1).

When
Before the mine is opened, re-opened or worked rule 107.
How
The certificate of competency required depends on the type of mine and its average output or material handled rule 107.
The owner or agent may act as manager if they hold the qualifications s. 67(1), proviso.
Confirm in writing forthwith any instructions the owner or agent gives the manager s. 67(2).
