What to do
Do not let any dock worker enter a hold or tank that may hold dust, fumes or impurities, dangerous cargo residues, fumigation or too little oxygen until all practical steps have been taken to remove the danger and a competent person has certified it safe to enter rule 41(ii).

How
Where ventilation cannot keep gas, fume, vapour or dust below the permissible limits in a hold, deck or confined space, provide a manhole of adequate size or other effective means of exit rule 41(i).
Give dock workers handling dusty bulk cargoes such as grain, fertiliser or cement appropriate personal protective equipment free of charge rule 41(iii).
